Where is the "Sir James" moored in this photograph?

Where is the "Sir James" moored in this photograph?

I use this photo of the ex-VIC82 "Sir James" from Roy Cressey's collection on my Puffers and VICs website and would love to find out where it was taken. The building in the background is quite distinctive. All I can say is that it was probably taken before 1965 and is more than likely to have been on the East Coast, although anywhere from the Thames north is possible.

Does anyone recognise it? Many thanks in advance.
